Perkins Secondary Grant

Effective October 31, 1998, the Carl D. Perkins Vocational and Technical Education Act of 1998 (Perkins III), was enacted. This Act focuses on strengthening academics and career and technical education skills through high standards and curriculum integration, broadening professional development and technical assistance opportunities for career and technical education administrators, and linking secondary and post-secondary career and technical education programs. Although there is more flexibility for the use of funds at the local level, the most significant change is the increase in accountability for all CTE students, including measures for all of the individual members of special populations. Additionally, this legislation no longer provides set-aside funds for single parent and gender equity programs and services. Therefore, it is anticipated that these programs will continue to be supported at the regional and local level with use of special population funding.

Eligible recipients developed and submitted long-range regional plans (2000-2004) to align with the purpose and intent of the new Perkins legislation. These plans were developed in the spring of 2000 and addressed long-term goals and objectives for career and technical education in the region. Local plan requirements are identified in Perkins III legislation.

An annual application for Perkins funds is submitted in the spring of each year for approval identifying the projects that will be completed during the next fiscal year to reach the region's long term goals and objectives. Annually, the long-range plan will be reviewed for any necessary changes. Success of programs and projects will be measured by the student's achievement of the core performance indicators.

Grants are awarded to the Macomb Intermediate School District by the Michigan Department of Career Development, Office of Career and Technical Preparation. Eligible recipients of funding are public local educational agencies that provide career and technical education programs and services.
