The Macomb Intermediate School District and local districts comply with the procedures
of the Michigan Continuous Improvement Monitoring System (CIMS) using standards
and processes approved by the
State Board of Education.
We provide ongoing training to all
county school districts and public school academies in the
Michigan Continuous Improvement
Monitoring System (CIMS).
The Michigan Continuous Improvement Monitoring System providers a
framework for school districts to determine the attainment of their
district's Key Performance Indicator (KPI) targets for each CIMS cycle.
These in turn are developed by determinations made by Federal reviews of
Michigan Programs and Services.
Our MISD CIMS training assists all
local districts, public school academies and MISD Center Programs to
perform continuous improvement self review processes once every three years.
Macomb ISD began the CIMS Cohort Year #1 with 6 districts in the
2005-2006 school year. CIMS Cohort Year #2 targeted 8
districts/PSAs in the 2006-2007 school year. CIMS Cohort Year #3
targets 15 districts in the 2007-2008 school year.
The CIMS Service Provider Self Review (SPSR) process contains
procedures aimed at ranking the district on a number of state-determined
Key Performance Indicators (KPIs). These procedures are:
- Appointment of an SPSR Team consisting of the
Superintendent, CIMS Coordinator/Special Education Director, Form
Writer, General and Special Education Teachers, and Parents.
- Selection of a representative sample of student files
representative of various disabilities and age/grade levels.
- Conducting an Educational Benefits Review (EBR) of 3
years of each student's IEPs to assess the alignment of student
performance with services, goals, progress and the history of
adjustments made, if necessary, to provide educationally benefits to
the student.
- Performing Student Record Reviews (SRR) to assess
compliance with federal and state rules and regulations.
- Reviewing the Implementation of Student IEPs (IEP-IMP) to
assure that programs and services are being delivered as planned.
- Creating of Student Level Corrective Action Plans (SLCAPs)
for students needing adjustments to their IEP or the delivery of
Special Education Services.
- Conducting Surveys of administrators, students, parents,
teachers, student assistance teams and graduates as to their
perceptions of the
quality Special Education Programs and Services.
- Self-Rating the Key Performance Indicators based on data
collected by the district's SPSR team procedures and data from other
sources.
- Developing district level Improvement Plans for Key
Performance Indicators identified by the SPSR team as not being in
compliance with special education rules or in need of improvement
toward best practices.
- Progress Reporting of how the district's self-identified
improvement plans are being implemented to meet the expected
improvement outcomes.
MISD CIMS responsibilities include the monitoring of the electronic
CIMS workbooks, the approval of the Student Level Corrective Action
Plans, approval of the District/PSA Improvement Plans, and monitoring
progress toward the expected outcomes of the approved plans.
Collection of dated proofs of plan completion is also the MISD's
responsibility.
The CIMS process is supported by products developed by the Michigan
Department of Special Education Office of Special Education/Early
Intervention Services. These products are used by MISD CIMS monitors
and district/PSA CIMS participants:
1 - A training site of CIMS materials: user manual, forms, surveys,
tutorials and web seminars.
2 - A web-based Electronic Workbook for CIMS data entry, summarization
and tracking.
3 - A telephone Help Desk to answer questions about the process and the
workbook.
