INFORMATION regarding Certificate
renewal
The Michigan
Department of Education has created a new system for educators to renew
their certification. The new Michigan Online Educator Certification
System (MOECS*) is a fully secure, role/function based web
application.
Educators and teacher
candidates will use MOECS to apply for certificates, renewals, duplicate
certificates and pay certification fees using a credit card.
Classes taken for college credits are not transferred into the Secure
Central Registry as SB-CEUs. MOECS has a separate location on your
account to record the college credits you have earned. After you have
entered MOECS and updated your profile, there will be a menu button on
the left side of your screen to "View/Update College Credit".
IMPORTANT INFORMATION
As of November
2011, educators who have earned SB-CEUs prior to the Secure Central
Registry (January 1, 2010) MUST enter "old" SB-CEUs into MOECS* to renew
their certificate.

What are
SB-CEUs?
SB-CEUs are State Board-Continuing Education Units. For
teachers, administrators, school counselors and school psychologists in
the state of Michigan, they can be an inexpensive alternative for
participants to maintain their certification.
In Michigan, teachers who hold Professional
or Occupational certificates, school psychologists, school counselors
and school administrators need to earn six semester hours of college credit
through an approved teacher preparation institute or 18 SB-CEUs or a
combination of both in a five year period. Three SB-CEUs equal one
semester hour of college credit.

SB-CEU Records
for Individuals
If you earned SB-CEU credit from programs
prior to January 1, 2010, which were approved through the Macomb ISD, you can
receive an official transcript by mailing a $5 check (payable to MISD)
per transcript, along with the Transcript Request Form.
Transcripts for programs taken after January 1, 2010
will be handled by the Michigan Institute for Educational Management (MIEM).

All SB-CEU earned after January
1, 2010 will be awarded to educators and administrators via a Secure
Central Registry (SCR). Once uploaded to the SCR,
participants will receive an email directing them to the web address to
complete a personal account and evaluation.
The requirements for your personal account
will be a valid email address and a Personal Identification Code (PIC). The PIC is distributed by the Registry of Educational Personnel (REP). Contact your administrator or Human Resources Department in your home
district for your PIC number.
After completion of the personal account,
participants follow the instructions to complete a required evaluation
of the offering. After the evaluation is completed, SB-CEUs will be
awarded and listed on an unofficial transcript.
Participants have
30 days after the program is uploaded to complete the personal
account and evaluation. If not completed within 30 days, the
program will close and you will forfeit the SB-CEUs for that program.

Student Teacher/Intern and Teacher
Mentor assignments have
been approved for three SB-CEUs per
semester (January to June is the
Spring Semester, September to
December is the Fall Semester).

Only one activity per participant
is eligible.

Spring semester
paperwork must be returned after June 30 but before July 31 of
current year. Fall semester paperwork must be returned after
December 31 but before January 31 of current year.

Paperwork
received late will be
returned.

School Improvement Teams and Committee meetings
are year long assignments, earning three SB-CEUs during the year.

Only one activity per participant is eligible.

Paperwork cannot be
submitted until after June 30 but before July 31 of current year.

Paperwork received late will be returned.
Participants cannot earn more than nine SB-CEUs in any one
category during a five year period.
This means you can submit credit for
three School Committees within a five year period, three School
Improvement Teams within a five year period and mentor/supervise one
teacher three times within a five year period (mentoring/supervising
teacher each semester counts as one time.)
We no longer approve SB-CEUs for Supervising Student
Principal/Intern, New Principal Mentor or Supervision of
School Counselor/Psychologist/Internship.
The qualifications have changed. Outdated or incorrect paperwork
will be returned, resulting in delays or forfeiture of SB-CEUs for the
activity.

IMPORTANT!
For participants to earn SB-CEUs, they must attend the entire
program as required by the Michigan Department of Education (MDE). This
means attending all sessions according to the approved schedule
including arriving on time and remaining for the duration of each
session. The MDE and the Macomb ISD review all programs and monitor
attendance. Program planners determine the method for documenting
attendance. It is the responsibility of each participant that their
attendance has been documented. Failure to comply with program
requirements, including attendance, will result in disallowance of
SB-CEU credit.

The Office of Professional Preparation Services (OPPS) will no longer
print or mail educator certificates. Educators will print out
their own certificates from their MOECS account. The
certificate will continue to require notarization.
MOECS users locked out of the system after three failed attempts will
have a 30 minute waiting period before MOECS will automatically unlock
the account.
