Homeless Services
Section M

There is no agency in Macomb County that currently provides central case management for persons who are homeless. The services listed in this section are designed to assist professionals who work with the homeless in identifying needed services, with the understanding that the professional may need to act as the case manager for the family.

SITUATION: A homeless family needs support services.

Referrals for shelter, emergency food, transportation, and basic needs for the homeless or those at risk of homelessness are available from Macomb County Community Services Agency - Community Action Centers*:

SITUATION: A homeless family needs a place to sleep for the night.

Overnight Accommodations, blanket, plus basic support and breakfast ("Warming Center") is available on a rotating basis at nine churches during the winter months.  The locations of each week's church are available by calling (586) 466-4413 during the day or (586) 321-0998, after hours.

TEMPORARY SHELTERS IN MACOMB COUNTY INCLUDE:

For women and children who are victims of domestic violence, sexual assault, or are homeless: Turning Point*, (586) 463-6990.

For single men, women and families (30 days annually): Macomb’s Answer To Temporary Shelter* (MATTS)*, (586) 755-5191.

For single men, women and homeless families, MCREST (A rotating shelter which provides 30 days per year of overnight shelter at various church locations throughout the County.), Bed availability is available on a telephone menu 24/7:  (586) 415-5101, press 4 when you hear the recording.

For homeless adults, a warming center is available from November through March.  For more information call the Macomb County Warming Center, (586) 321-0988.

For runaway and homeless youth (ages 12-17), temporary shelter is available at Family Youth Interventions (FYI), (586) 465-1212.

SITUATION: A homeless person/family needs transitional housing (housing for up to 24 months)

Family with children - Transitional housing for one family with children and at least one member of the family working full time is available from Angel's Wing, (586) 752-3661.

Single adults (male or female) - Transitional housing is available from Salvation Army Transition House, (586) 954-1838.

Single men in recovery - Transitional housing is available from Smith and Hubbard Houses, (586) 468-0775.

Women with children - Transitional housing is available from Faith House, (586) 443-6906 or Amelia Agnes Home, (586) 323-7066.

SITUATION: A homeless family/person needs food.

Emergency food is available through various food pantries in Macomb County. Eligibility is determined by first calling the Macomb County Community Services Agency - Macomb Food Program, (586) 469-6004 (Monday - Friday 9:00 a.m. - 5:00 p.m.).

Soup kitchens are available from 12-1 p.m.- Monday - Friday at two Salvation Army* locations in Macomb County: 4820 E. Nine Mile Road in Warren (586) 754-7400 and Mt. Clemens (586) 469-6712.

SITUATION: A homeless family needs emergency services to prevent homelessness or assistance to those who have become homeless.

SITUATION: A single man or woman in jobs or jobs training needs housing while preparing for independent living.

Transitional housing for single men or women in jobs or jobs training while preparing for independent living is available from The Salvation Army* - Macomb Center Transitional Housing Program, (586) 954-1838 ext. 286.

SITUATION: A family with working-poor parents needs health insurance.

Help in obtaining MIChild* insurance or referrals to low cost health care is available from the Macomb County Health Department*, (586) 469-5492.

Low cost health insurance for children (MIChild* - pronounced "My Child") who are U.S. citizens, live in Michigan, are below age 19, have no health insurance and are at or below 200% of the poverty level and who do not qualify for HealthyKids. If the child/ren qualify, the monthly premium is $5.00 per family. MIChild* covered services include: dental services, diagnostic services, emergency services, hearing services, immunizations, inpatient and outpatient hospital services, mental health services, prescriptions, primary care and specialty physician services, vision services and well-child visits. MIChild* applications* are available at local DHS* offices.

GENERAL HEALTH CARE

Preventive and primary health care for homeless families in Macomb County offered through the Mt. Clemens Regional Medical Center* - Medical Outreach Clinic, (800) 779-7178.

Preventive and primary health care and clinic visits for the homeless in Macomb County offered through New Haven Medical Center*, New Haven (586) 749-5173.

SITUATION: A family needs medical care on an ability-to-pay basis.

Medical services on an ability-to-pay basis including treatment for acute illnesses (colds, ear infections, bronchitis, rashes, cuts); women’s health (gynecological physicals, family planning, sexually-transmitted diseases*); treatment for chronic illnesses (high blood pressure, diabetes); employment and school physicals; referrals to other services, immunizations, etc. is available for persons and families of all ages, economically disadvantaged and persons with no medical insurance. SITUATION:  A homeless youth needs a safe place and connect with services

A drop-in center for homeless youth providing a safe and appropriate setting in which youth can congregate and utilize a spectrum of services from a basic meal to counseling.  Available from the The Refuge, (586) 465-1212.

OTHER MEDICAL SERVICES

Advocacy services for health care for the homeless is available from the Macomb County Health Department*, (586) 465-9170.

Nutrition education and supplemental food coupons for homeless pregnant women, new mothers, and children under age 5 who have medical or nutritional needs. Available from the Macomb County Health Department* - WIC* (Women, Infants and Children* Supplemental Food Program), Mt. Clemens, (586) 469-5471.

Prescriptions/Over-the-Counter medications for the homeless are available from Downriver Community Services*, (586) 794-4982.

Special "Healthy Children" program for pregnant females and children up to age 16 whose families earn up to a middle income and require health insurance only. Eligibility for food stamps and Family Independence Payments (FIP)* (formerly Aid to Families with Dependent Children) will not be determined. Health insurance for pregnant teens regardless of parental consent or income is also available. Physician referrals given. To apply, contact the Macomb County Health Department* - MICHCare* program. Free immunizations for Macomb County homeless children and adults against the following diseases: diphtheria, tetanus, pertussis, measles, mumps, poliomyelitis, rubella, hemophilus influenza or Hepatitis B. Available from:

HIV* education, testing and referral at four locations for homeless persons is available from Visiting Nurses Association of SE Michigan*, (800) 882-5720.

Low cost or no cost home health services for persons with no insurance is available from Visiting Nurses Association of SE Michigan*, (800) 882-5720.

Free nutritional education and consultation for Macomb County individuals and families. There are no income guidelines. Available from the Macomb County Health Department*, Mt. Clemens, (586) 412-3396.

SITUATION: A homeless person needs dental care.

Dental services (excluding orthodontics) for the homeless (aged 3 years through adult) are available from the Macomb County Health Department* - Warren Dental Clinic (Monday - Friday 8:30 a.m. - 5:00 p.m.) Patients must meet income guidelines and not have dental insurance or be HealthyKids eligible. A small fee is charged for services. To make an appointment, call the Dental Clinic at (586) 465-9152 (Warren).

SITUATION: A homeless person needs vision care.

Mental health services for the homeless are available from Macomb County Community Mental Health* PATH program. (586) 307-9150.

Low cost or no cost home mental health services for persons without insurance is available from Visiting Nurses Association of SE Michigan*, (800) 696-1206.

SITUATION: A homeless person needs substance abuse services.

Thirty (30) day residential substance abuse treatment and detox for homeless men and women is available from The Salvation Army* - Harbor Light, (586) 954-1838.

SITUATION: A homeless family needs permanent housing.

Rehabilitated older homes for first-time low to moderate income buyers is available from Housing Opportunities of Macomb, Inc.*, (586) 772-4892.

SITUATION: A homeless family needs legal services.

Free advice and representation for homeless with legal problems such as Tenants’ Rights, Public Benefits, Family and Consumer Law. Available from Legal Aid and Defender Association in Wayne County.  Call toll-free number (877) 964-4700.

SITUATION: A homeless family needs job training/employment.

On-the-job training programs are available from Macomb/St. Clair Workforce Development Board*, (586) 469-5220.

 

SITUATION: A homeless person/parent needs money management skills.

Classes in money management are available from MSU Extension* (586) 469-5180.

Money management including a confidential analysis of the size and nature of debt, creation of a plan to reduce that debt, advocacy with creditors, negotiation of payment rates and terms, processes of payments to creditors, education on managing money. SITUATION: A homeless family has school-aged children with educational needs.

Education Services (assistance with enrollment in school and transfer of school records; liaison between family and school personnel, assistance with school transportation, school supplies and backpacks; referrals to community services, summer school/day camp, tutoring assistance) to help school-aged children remain in school despite homelessness is available from:
