Special Education Management Services

Our department assists special education providers and consumers. We help school districts understand and manage their State and Federally mandated tasks.  We help families access and understand the services they need for students with disabilities. We train parents and local district administrators in special education requirements and procedures.

Form 2 Handbook 
The subsections of this handbook provide information on how local districts may access various Macomb ISD Special Education Services.  Included are Contact Persons, Procedures, Instructions, and Forms. 

The Ins and Outs of Special Education ( pdf)
A guide to what's 'In' and 'Out' as current language being used for Special Education Impairments, Programs, Services and Teachers.

Electronic Forms and Training Materials 
We, and the Macomb County Association of Administrators of Special Education (MCAASE) develop forms/procedures required by current Special Education Rules/Regulations.


Registry of Special Education Students (ROSES)
We develop and maintain a Central Registry System of required information on special education students served by Macomb Intermediate School Districts.  This system is used for State and Federal Student Counts and for daily Special Education Program Management.


Grant Management via the Michigan Educational Grants System (MEGS)
We collect, distribute and audit Federal Individuals with Disabilities Educational Act (IDEA) funds.  We assist districts in their use of this web-based system.

Parent Advisory Committee (PAC)
We act as a link to and provide support to the Macomb Intermediate School District Parent Advisory Committee.


County-Wide Mandatory Planning
We develop and revise a Special Education Mandatory Plan describing the programs and services provided by the MISD and local school districts.

Compliance and Mediation
We investigate and mediate complaints about alleged non-compliance with the rules and regulations governing the delivery of special education services.


Special Education Statistics
We gather and publish statistics concerning students with disabilities in Macomb Intermediate School Districts.


School-Based Health Services
We support web-based service-tracking sites used by district professionals who provide selected health services to Medicaid eligible school-aged students.


Continuous Improvement Monitoring System (CIMS) of Special Education Practices
We are a part of Michigan's Continuous Improvement Monitoring System (CIMS).  We support and assist districts & public school academies in their tri-annual Service Provider Self Review (SPSR).


Follow-Up Surveys
We conduct telephone and mail surveys of students who have left special education services and use the data for program improvement.
